Senator Dan Laughlin has voiced concerns following the introduction of Governor Josh Shapiro’s 2025-26 budget plan, which includes the legalization of recreational marijuana. Laughlin, a Republican representing Pennsylvania’s 49th district, expressed his belief in the necessity for a “responsible, well-regulated adult-use cannabis program that prioritizes public safety, eliminates the illicit market and generates legitimate economic growth.” He emphasized his commitment to this issue through his continued legislative efforts over the past four years.

Laughlin, who chairs the Senate Law and Justice Committee responsible for overseeing cannabis legislation, criticized both current and previous administrations for their lack of collaboration on passing effective cannabis legislation. He stated that “simply projecting revenue without crafting a functional plan does nothing to move Pennsylvania forward.”

A key point of contention for Laughlin is Shapiro’s proposed 26% effective tax rate on cannabis. According to Laughlin, such a high rate would be “excessive” and “counterproductive,” potentially driving consumers toward illegal markets and increasing crime. He advocates for a plan that competes with illicit sellers while ensuring proper regulation and enforcement.

As discussions around the governor’s proposal continue in the coming months, Laughlin plans to work with colleagues from both political parties to develop a comprehensive legalization bill. His statement concluded with an assertion that “Pennsylvanians deserve a cannabis policy that works, not just another budget projection with no real path forward.”
