U.S. Representative Mike Kelly (R-PA), who chairs the Ways & Means Subcommittee on Tax, and Rep. Michelle Fischbach (R-MN) have introduced the Tax Exemption for American Medalists (TEAM USA) Act. The bill aims to eliminate the so-called “Victory Tax” for all American athletes who win medals, ensuring that their gold, silver, and bronze awards are not subject to federal taxation.

The legislation was announced in Washington, D.C., with several lawmakers joining as co-leads, including Representatives Pete Stauber (R-MN), Claudia Tenney (R-NY), Tony Wied (R-WI), and Jeff Hurd (R-CO). If passed, the TEAM USA Act would apply retroactively from January 1, 2026.

Rep. Kelly said, “America’s Olympians exemplify the spirit and greatness of our Nation. When our Olympians bring home the gold, they shouldn’t be punished with a burdensome tax bill, as well. The TEAM USA Act rewards the hard work, success, and the American Dream.”

Congresswoman Fischbach added, “America is a nation built on the pursuit of greatness, and our Olympians and Paralympians are the ultimate proof of that spirit. When our athletes win, the whole country wins with them. We should be doing everything in our power to celebrate these victories. We are proud of these Americans, we are proud to be American, and we should never get tired of seeing our flag at the top of the mast.”

Mike Kelly has represented Pennsylvania’s 16th district in Congress since 2011 after succeeding Kathy Dahlkemper. He was born in Pittsburgh in 1948 and currently resides in Butler. Kelly earned his bachelor’s degree from the University of Notre Dame in 1970.

Previously, Rep. Kelly released a video message wishing good luck to Ava McNaughton from Butler County—a goalie on the U.S. Women’s Hockey Team—and all members of Team USA.
