Senator Dan Laughlin (R-49) and Senator Sharif Street (D-3) have announced their intention to reintroduce a bipartisan proposal to legalize adult-use marijuana in Pennsylvania. This move is supported by two-thirds of Pennsylvanians from various communities, including rural, suburban, and urban areas.
“Pennsylvania has made great progress with medical marijuana, but it’s time we expand access responsibly,” said Laughlin. He emphasized that the legislation aims to provide greater access for patients who could benefit while ensuring a regulated and safe marketplace for all consumers.
The proposed legislation includes mandatory product testing for safety, purity, and potency to protect consumers. It also seeks to eliminate the criminalization of marijuana users, particularly in communities of color that have been disproportionately affected by marijuana-related arrests. “Ending outdated criminal penalties is a crucial step toward justice,” added Laughlin. The bill offers a pathway for expunging past marijuana possession convictions to aid individuals in gaining employment and reintegrating into their communities.
Economic benefits are highlighted as part of the legalization effort, with examples from states like Colorado and Illinois cited where legal markets have generated significant tax revenue, created jobs, and supported local businesses. With neighboring states such as New Jersey, New York, Ohio, Delaware, Connecticut, and Maryland already legalizing adult-use marijuana, Laughlin stressed the importance of Pennsylvania taking action. “Pennsylvania can’t afford to fall behind,” he stated. “We need to keep tax revenue and economic opportunities within our borders.”
The proposal also considers the tax structure carefully. It warns that setting a 26% tax rate could drive consumers towards illicit markets or out-of-state options. “We must find the right balance to ensure the legal market thrives while remaining competitive,” Laughlin noted.
Senators Laughlin and Street are inviting fellow lawmakers to co-sponsor this legislation aimed at positioning Pennsylvania as a leader in marijuana policy reform.
