HARRISBURG – Senator Dan Laughlin (R-49) has introduced new legislation aimed at protecting animals in domestic violence situations. Laughlin highlighted the importance of this bill by stating, "Data from the Humane Society of the United States reveals a staggering number of animals are targeted by those who abuse their children or spouses, with one survey illustrating that 71% of domestic violence victims reported their abuser also targeted pets."

Laughlin emphasized the need for action, saying, “We need to do what we can to prevent abusers from using the threat of harm or actual harm of an animal to control or psychologically torment the animal’s guardian.” He further explained that the legislation, Senate Bill 1105, aims to prevent offenders from exploiting the bond between victims and their companion animals, thus making it harder for victims to break free from their abusers.

The senator pointed out that the bill will empower judges to include protection for pets in protection orders, stating, “This important piece of legislation will allow judges to extend protection from abuse to the victim’s pets alleviating additional stress to the victim.”
